The Office of Special Education will provide supports to districts, parents and SWDs to ensure outcomes of a free appropriate public education for students protected under the Individuals with Disabilities Education Act (IDEA). We will review data to make decisions that will impact support for SWDs to meet college and career ready standards through equitable access to rigorous courses, high-quality instruction, and appropriate supports. Why does the job exist? This position exists to support monitoring, accountability, and compliance requirements associated with the Individuals with Disabilities Education Act Part B, SPP-APR Indicator 1-14. How does it get done? Monitor complaint settlement CAPs to include desktop monitoring, self-monitoring and on-site monitoring (50%) Maintain the complaint and CAP database for purposes of IDEA Section 618 compliance and reporting (10%) Coordinate with stakeholders to ensure that CAP's are completed and closed and reported in SPP/APR (10%) Review documentation to determine compliance with IDEA-B regulations and state rules determining whether local education agencies meet federal compliance requirements as part of the corrective action process (10%) Collaborate with peers and attorneys to determine actions and remedies associated with compliant settlement corrective action (10%) Determine and provide necessary technical assistance in conjunction with department teams in order to achieve and maintain IDEA-B compliance (10%). Who are the customers? This position exists to support monitoring, accountability, and compliance requirements associated with the Individuals with Disabilities Education Act Part B, SPP-APR Indicator 1-14. Ideal Candidate The Office of Special Education Division seeks to employ an individual with superb communication and technological skills for the position of Educator Administrator (EA) - Program and Support Monitor to include General Supervision, commonly referred to as compliance monitoring. The EA-Program and Support Monitor will oversee and initiate the on site monitoring of LEA's, Charter Schools, Pueblos, Tribes and Nations with specific indicator alignment of program and requirements of the Individuals with Disabilities Education Act Part B (IDEA-B); these duties are referred to as General Supervision and are cited in IDEA-B under 34 Code of Federal Regulation (CFR) 300.600. The EA-Program and Support Monitor will be responsible for work within the State Performance Plan/Annual Performance Report (SPP-APR) Indicators 1-14. Responsibilities will include consulting and coordinating with other units of the PED, other state agencies, public post-secondary educational institutions, and key education and community stakeholders on varying special education topics and issues. Further responsibilities include oversight of the corrective action plan process for meeting federal requirements of the IDEA-B. Minimum Qualification Bachelor's degree in Education, Public Administration, or Business Administration and five (5) years of experience as a teacher and/or program administrator. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
